The ICC issued a statement on Saturday and informed about this.

Dhananjay’s bowling action was reported on 29 August 2019 in the gaol test against New Zealand. A year later, he was banned.
Due to the Kovid-19 investigation into the ICC-accredited center was not possible, Sri Lankan cricket had sent footage of his bowling action.
The statement said, the panel of experts looked at the video footage of Dhananjay and the panel admitted that his elbow was turning in the 15 degree range while bowling.
